A memorandum of arrangement is a formal bilateral instrument that sets out agreed areas of cooperation between two governments or institutions without the treaty obligations of an alliance. This one gives the Indian Navy and the Japan Maritime Self-Defense Force a standing framework rather than case-by-case coordination. It covers information sharing on maritime domain awareness, joint search and rescue, humanitarian assistance and disaster relief operations, regular naval ship visits, joint exercises, personnel exchanges and reciprocal logistical support including port access. Beyond operations, the two sides agreed to work together on undersea mine countermeasures, to finalise a ship repair arrangement, and to explore joint naval shipbuilding and design pairing Japanese technical expertise with Indian production capacity under the Make in India framework.

India and Japan sit at the two ends of the sea lines of communication that carry West Asian energy to East Asia, and both depend on those routes staying open. Neither is in a treaty alliance with the other, so cooperation has been built up instrument by instrument: the 2014 partnership upgrade, the 2+2 dialogue, the 2020 logistics agreement, and now a standing maritime framework. The shipbuilding element is the more consequential half in the long run, since it points at Japanese design expertise being applied in Indian yards rather than at joint patrols alone.
