PulsePro converts aggregated and anonymised payment transaction data into near-real-time market signals. Under the MoU those signals become an additional data layer on the PM GatiShakti National Master Plan portal, the government's geospatial platform for integrated infrastructure planning. The integration is being coordinated with the Bhaskaracharya National Institute for Space Applications and Geo-informatics, which developed and runs the portal. The stated purpose is to give planners hyperlocal, granular readings of economic activity alongside the departmental and geospatial layers already on the platform, for use in infrastructure planning, economic analysis and urban and rural development.

Official economic statistics arrive with a lag and at a coarse geographic level, which is a real handicap when deciding where a road, a warehouse or a power line should go. Digital payment data is generated continuously and at postal-code granularity, so it can show where commercial activity is actually concentrating well before survey data catches up. The arrangement also marks a pattern worth noting: private platform data being brought into a government planning system, which makes the anonymisation condition, and who audits it, part of the substance rather than a footnote.
