Actual expenditure under the Centrally Sponsored Scheme of Post-Matric Scholarships for Scheduled Castes rose from Rs 5,475.42 crore in 2023-24 to Rs 5,581.52 crore in 2024-25 and Rs 6,208.08 crore in 2025-26, against Revised Budget Estimates of Rs 5,400 crore, Rs 5,500 crore and Rs 6,000 crore.
Since Direct Benefit Transfer was introduced in 2021-22, the Central share is disbursed directly into beneficiaries' Aadhaar-seeded bank accounts; release of the Central share is contingent on the State or UT releasing its share and uploading finally verified beneficiary data on the National Scholarship Portal.
A companion release illustrated the National Fellowship for Scheduled Caste Students through a scholar from Ayodhya, Uttar Pradesh, who received fellowship support with House Rent Allowance from July 2017 and has now completed his research.

Provide financial assistance to Scheduled Caste students pursuing post-matriculation and post-secondary education, so that poverty does not end schooling at Class X
Key: A Centrally Sponsored Scheme implemented through State Governments and UT administrations, covering education from Class XI onwards. The household income ceiling is Rs 2.5 lakh a year. The Union Cabinet restructured the scheme in December 2020 with a 60:40 Centre-State funding share for 2021-2026, and from 2021-22 the Central share is released on DBT mode directly into students' bank accounts on a fixed time schedule.
Provide fellowships to Scheduled Caste students pursuing M.Phil and Ph.D. degrees in Science, Humanities and Social Sciences in UGC-recognised institutions
Key: Introduced in FY 2005-06 by the Ministry of Social Justice & Empowerment. It offers 2,000 new slots every year - 500 in the science stream and 1,500 in Humanities and Social Sciences - to SC students who have qualified the UGC NET-JRF or the UGC-CSIR NET-JRF joint test. The scheme was implemented by the University Grants Commission earlier; the National Scheduled Castes Finance and Development Corporation (NSFDC) has been the central nodal agency with effect from 1 October 2022. Support includes the fellowship and House Rent Allowance, as the companion release illustrates.
Provide a single-window platform for student application, verification, sanction and disbursal of scholarships across ministries
Key: Operational since 1 July 2015 and managed by the Ministry of Electronics and Information Technology, it was launched as a Mission Mode Project under the National e-Governance Plan and is now a component of Digital India. It hosts scholarship schemes of multiple Union ministries and departments and routes disbursal through DBT. Under PMS-SC, uploading finally verified beneficiary data on the NSP is the trigger for the Central share.
'The State shall promote with special care the educational and economic interests of the weaker sections of the people, and, in particular, of the Scheduled Castes and the Scheduled Tribes, and shall protect them from social injustice and all forms of exploitation.' It is the specific directive on which SC educational support schemes rest. Being a Directive Principle, it is non-justiciable - not enforceable by any court - which is exactly the distinction examiners test.
Establishes the National Commission for Scheduled Castes to investigate and monitor all matters relating to the safeguards provided for SCs, inquire into complaints of deprivation of rights, and advise on socio-economic development planning. The Commission consists of a Chairperson, a Vice-Chairperson and three other Members, all appointed by the President by warrant under his hand and seal.
Constitutional body under Article 338 that monitors the working of safeguards for Scheduled Castes, inquires into complaints and advises governments on their socio-economic development planning. Note that it is a constitutional body, unlike several other commissions that are only statutory.

The scheme's Central share moves through DBT into Aadhaar-seeded accounts, which links this release to the Aadhaar and JAM trinity story. The delivery gain claimed is speed and transparency; the standing critique is exclusion when seeding or verification fails.
PMS-SC belongs to a small class of schemes where the Centre funds verified demand rather than a capped target, which is why actual expenditure can exceed the Revised Budget Estimate. Contrast this with a target-bound scheme such as PMAY-G, where the target caps the outgo.
The Central share is conditional on the State releasing its own 40% and verifying beneficiaries. Disbursal delays therefore sit at the Centre-State interface, a recurring GS-2 theme in the evaluation of centrally sponsored schemes.
Educational scholarships are the non-reservation arm of affirmative action, grounded in Article 46 rather than in Articles 15(4) and 16(4). Distinguishing the constitutional bases of reservation and of welfare support is a frequent Mains demand.
