The Department of Drinking Water and Sanitation, Ministry of Jal Shakti, issued the Policy on Data Sharing, Interoperability and Stakeholder Access under the Sujalam Bharat Digital Public Infrastructure on 20 August 2026.
The policy sets a secure, federated and interoperable framework for sharing rural drinking water data among the Department, States and Union Territories, Gram Panchayats, government organisations and authorised sectoral stakeholders.
It relies on common identifiers, standardised metadata, interoperable registries and secure digital services, and adopts a tiered, purpose-limited data-access framework with safeguards for privacy, personal data protection and cybersecurity.
Approved stakeholders may build solutions for operation and maintenance, water quality monitoring, predictive maintenance, geospatial planning, Digital Twins and AI-enabled decision support.
On the same day the Department held a national workshop on capacity building under Jal Jeevan Mission 2.0 for Gram Panchayats, Village Water and Sanitation Committees and Sujalam Shakti Groups, where eight training modules developed by the National Jal Jeevan Mission were reviewed.
Provide a Functional Household Tap Connection to every rural household

Shift the mission from creating infrastructure to assuring reliable, adequate and safe drinking water service

Digital Public Infrastructure means a shared, publicly governed digital layer — identity, registries, payment rails, data exchange — on which many different services, public and private, can be built. Sujalam Bharat applies the idea to rural water: give every village a unique service-area identifier, register every asset, standardise the metadata, and the resulting record becomes usable by anyone with lawful access. 'Federated' is the key word in the policy's description. It means the data is not pulled into one central database owned by the Union Department; it stays with the institution that generates it — the State, the Gram Panchayat — and is exchanged through common identifiers and standards. That preserves institutional accountability, which matters when the operating unit is a Village Water and Sanitation Committee rather than a utility company. The tiered access framework is the corresponding control: different categories of user get different slices of data for declared purposes, so that a private developer building a predictive maintenance tool does not thereby get personal data or a map of sensitive infrastructure.
Simple Analogy: Think of railway timetables. Each railway keeps its own operating data, but because everyone publishes it to a common standard, anyone can build a journey planner on top. The standard is the infrastructure; the journey planner is the application. Sujalam Bharat is trying to be the standard, not the planner.
Geo-tagging rural water assets on the PM Gati Shakti National Master Plan places drinking water infrastructure on the same geospatial layer as roads, rail and utilities, so that a water scheme can be planned against other infrastructure rather than in isolation.
Water supply is a subject devolved to Panchayats, which is why the mission's endgame is handover to the Gram Panchayat and VWSC rather than to a State utility — and why capacity building at the Panchayat level is treated as infrastructure in its own right.
The policy's explicit provisions on privacy, personal data protection, data classification and purpose limitation reflect the wider Indian shift towards consent- and purpose-bound data processing in government systems.
A digital twin is a live virtual model of a physical system; applied to a village water network it allows failures to be anticipated from sensor and usage data rather than reported after the tap runs dry.
DDWS runs rural sanitation alongside rural drinking water, so source protection, greywater management and water quality sit within one department — the reason a drinking water policy speaks the language of the wider WASH ecosystem.
