The roadmap follows the state government's own admission in the Legislative Assembly about the condition of school infrastructure: 611 government schools function without a building of their own, 2,047 have no working toilet and 1,049 have no basic drinking water facility. Missing toilets and drinking water are not incidental gaps - they are among the standard indicators used to judge whether a school meets the norms set under the Right of Children to Free and Compulsory Education Act, 2009, and separate toilets for girls are directly linked to the retention of girl students at the upper-primary stage. Rajasthan has also been reorganised administratively in recent years, moving from 33 districts to 50 in 2023 and then back to 41 districts and seven divisions after nine of the new districts were dissolved in December 2024; the roadmap is drawn up for the present 41-district structure.

School infrastructure is one of the few areas where state spending translates almost directly into a measurable outcome - enrolment, attendance and especially the retention of girls. The Rajasthan plan is notable for its scale relative to a single state's education budget and because it is built on an official statement of deficits rather than a general promise. It also shows how construction at the school level is financed from more than one pocket: at the Government Primary School in Rampura Kanwarpura in Jaipur, Rs 18 lakh was sanctioned for a new building, of which Rs 12 lakh came from the District Mineral Foundation Trust and Rs 6 lakh from MLA funds, with work scheduled to begin on 1 September 2026. For exam purposes that mix - DMF money plus MLA local area development funds plus the state budget - is the transferable point.
