The Vice President's Secretariat announced that Vice President C. P. Radhakrishnan would visit Musunuru in Eluru district of Andhra Pradesh on 24 August 2026.
At the Gourmet Popcornica Factory, Musunuru, he was to launch India's first non-GMO high-expansion popcorn maize hybrid seed, felicitate farmers and address agricultural stakeholders.
'Non-GMO' matters legally: Bt cotton remains the only genetically modified crop cleared for commercial cultivation in India, and any environmental release of a GM crop needs approval from the Genetic Engineering Appraisal Committee - a conventionally bred hybrid needs no such clearance.
The second-highest constitutional office in India, created by Article 63. The Vice President is ex-officio Chairman of the Rajya Sabha under Article 64 and acts as President under Article 65 when that office falls vacant by death, resignation, removal or inability. Elected under Article 66 by an electoral college of the members of both Houses of Parliament, by proportional representation through the single transferable vote and by secret ballot - note that, unlike the President, State legislature members do not vote. Term is five years under Article 67, and removal is by a resolution of the Council of States passed by a majority of all the then members and agreed to by the House of the People, after at least fourteen days' notice.
The apex regulator whose clearance is mandatory before any genetically modified crop can be released into the environment or grown commercially in India. It is constituted under the Rules for the Manufacture, Use/Import/Export and Storage of Hazardous Micro Organisms/Genetically Engineered Organisms or Cells, 1989 - framed under the Environment (Protection) Act, 1986 - and functions under the Ministry of Environment, Forest and Climate Change. Because the seed launched here is non-GMO, it falls outside this approval route entirely.
India's dedicated national institute for maize research under the Indian Council of Agricultural Research, mandated to plan, coordinate and execute research to raise maize production and productivity, including fodder maize and specialty corn - the category into which popcorn maize falls. It began as the Directorate of Maize Research in New Delhi, was upgraded to an institute on 9 February 2015, and its headquarters moved to Ludhiana in 2016. Organised maize research in India dates to the ICAR Coordinated Crop Improvement Project on maize started in 1957.
A hybrid is produced by conventional breeding - crossing two selected inbred parent lines so the offspring shows hybrid vigour, in this case a hard, uniform kernel that pops to a large volume. No foreign gene is inserted, so the product is not a genetically modified organism and needs no biosafety clearance; it moves through the ordinary seed-certification system. A GM crop, by contrast, carries a gene transferred from another organism, and its environmental release requires the Genetic Engineering Appraisal Committee's approval under the 1989 Rules made under the Environment (Protection) Act, 1986. That distinction is the whole point of calling this seed non-GMO: in India, Bt cotton is the only GM crop approved for commercial cultivation, approved in 2002, so a domestic food crop had to be improved by conventional breeding rather than transgenics. The commercial significance is import substitution - high-expansion popcorn kernels have historically been sourced from abroad, and a domestic hybrid moves that value to Indian farmers.
Simple Analogy: A hybrid is arranged marriage between two carefully chosen plant families; a GM crop is a transplant of one specific gene from a stranger. Only the second needs the biosafety regulator's permission.
Musunuru is a mandal in Eluru district, in the coastal delta belt of Andhra Pradesh. Eluru district was created on 4 April 2022 from parts of the erstwhile West Godavari district together with mandals from the old Krishna district, as part of the reorganisation that took Andhra Pradesh to 26 districts; Eluru town is the district headquarters. Kolleru Lake - India's largest freshwater lake and a Ramsar site - lies along the district's western side, separating it from Krishna and NTR districts along with the Tammileru river.
The GEAC's 2022 recommendation for environmental release of GM mustard was the first move on a GM food crop in two decades and remains contested in court - the reason non-GM routes dominate Indian food-crop improvement.
Maize is now the largest single feedstock for grain-based ethanol, linking a seed-technology story to energy policy and to feed prices for poultry.
