The Department of Fertilizers announced on 30 August 2026 that the Integrated Fertilizer Management System (iFMS) has entered a new, data-driven phase with a set of digital initiatives aimed at transparency, availability and earlier detection of supply problems.
iFMS is the national platform that tracks the fertiliser chain end to end - domestic production, imports, movement by rail and road, district stocks, point-of-sale retail transactions and direct benefit transfer subsidy settlement.
It covers more than 14 crore Aadhaar-linked buyers and over 2.5 lakh retailers, tracks roughly 7 crore metric tonnes of fertiliser sale transactions a year and underpins about Rs 2 lakh crore of annual central subsidy.
New dashboards give officials a consolidated view of production, imports, dispatches, stocks and retail sales at national, state, district and retailer level, so unusual trends and emerging shortages can be flagged early.
The platform is being linked to farmer, land and crop databases - including a pilot integration with Haryana's Meri Fasal Mera Byora and work to connect with the central AgriStack - and its subsidy billing has been integrated with PFMS and e-Bill for paperless processing.
India subsidises fertiliser, especially urea, by paying the manufacturer or importer the gap between the cost of supply and the controlled price the farmer pays. Because the subsidy is embedded in the price rather than handed to the farmer, the cheap bag is attractive to anyone who can get hold of it - industrial users who need the same chemical as an input, and traders who can move it across a border where it sells for more. The response has been to make the subsidy conditional on a verified retail sale: the retailer records the sale on a point-of-sale device against the buyer's Aadhaar-authenticated identity, and only then does the claim reach the treasury. iFMS is the system that carries that record from the plant or the port right through to the settlement, and the new phase extends it by asking a further question - does the quantity bought match the land and crop the buyer actually has?
Simple Analogy: It is the difference between paying a shopkeeper for every sack he says he sold and paying only for sacks whose buyer, quantity and destination the ledger can account for.
To match what a farmer buys with what the farmer's landholding and crop plausibly require.
Key: A mobile app-based pre-booking mechanism in which the farmer generates a dynamic QR code against a verified land allocation, which the retailer scans at the point-of-sale machine.
To keep fertiliser consignments visible while in transit.
Key: Combines dispatch data for goods in transit with GPS telemetry from the carrying vehicle, so route deviations and unexplained delays can be spotted.
The central digital public infrastructure for agriculture, built around farmer, land and crop registries.
Key: Linking iFMS transactions to it allows landholding and crop-specific validation of input requirements.
Haryana's farmer and crop registration portal.
Key: Used as the pilot for integrating state crop records with fertiliser sale data.
To settle subsidy claims without manual handling.
Key: Digitises the billing pipeline end to end and applies random audit algorithms and risk-based analytics before claims are cleared.

Integrated Fertilizer Management System - the national digital platform that tracks fertiliser from production and import through movement, stocks and retail sale to subsidy settlement.
India's digital public infrastructure for agriculture, built on registries of farmers, land parcels and sown crops, intended to let schemes verify eligibility from a common data layer.
A variant of DBT in which the subsidy is released to the company only after a verified retail sale to an authenticated buyer, rather than being transferred to the farmer's account.
Public Financial Management System - the Government of India platform used to track fund flows and process payments from the consolidated fund to the final beneficiary.
