PM-SETU began life as the ITI Upgradation Scheme announced in the Union Budget for 2024-25. The Union Cabinet approved it in May 2025 under its present name, with a total outlay of Rs 60,000 crore spread over five years and shared between the Centre, the States and industry. Roll-out has been staged rather than nationwide from day one: an initial set of hub-and-spoke clusters was cleared for a pilot, the first operational industry partnership was approved for the Visakhapatnam ITI cluster in Andhra Pradesh, and in July 2026 the National Steering Committee cleared Strategic Investment Plans worth about Rs 1,238 crore for further clusters in Odisha, Gujarat and Telangana. The Lucknow conclave was the point at which the running total of approved industry-backed proposals crossed Rs 1,500 crore across seven clusters in five states. That sequencing matters for an exam answer: PM-SETU is not a construction grant to ITIs but a scheme whose money moves only when an industry anchor has signed up to a cluster, which is why finding partners has been the binding constraint rather than the availability of funds.

India's ITI network is large but has long suffered from equipment a generation behind the shop floor, trades that no longer exist in the labour market, and placement figures that industry does not trust. PM-SETU tries to fix that by inverting the usual relationship: instead of the government designing courses and inviting industry to hire the output, an anchor industry partner co-owns the cluster through a special purpose vehicle and is answerable for outcomes. The Lucknow conclave was aimed squarely at that bottleneck, which is also the scheme's main reported difficulty - persuading enough credible industry partners to commit. The Defence Minister's appeal to defence public sector undertakings is a pointed response to it, since defence PSUs have both the scale and the standing skill shortages in machining, electronics and maintenance trades to make useful anchors. For the Union government the scheme sits inside the broader demographic-dividend argument: a young workforce is an asset only if it is employable, and vocational rather than degree education is where most of that gap lies.
