The Department of Fertilizers has moved the Integrated Fertilizer Management System (iFMS) from transaction recording to an integrated monitoring and decision-support platform.
iFMS covers more than 14 crore Aadhaar-linked fertilizer buyers, over 2.5 lakh retailers and around 7 crore metric tonnes of fertilizer sale transactions a year, and supports subsidy administration of nearly Rs 2 lakh crore annually.
A new Framework for Fertilizer Sale lets a farmer book fertilizer against an AgriStack-verified ID and generates a QR-based booking that is checked at the retailer's Point of Sale device.
A Vehicle Location Tracking System now links dispatch data with vehicle location to monitor consignments in transit.

Fertilizer subsidy in India is not paid to the farmer's bank account. The farmer buys the bag at a controlled retail price, and the government reimburses the manufacturer or importer the difference — which is why it is called DBT 'in fertilizers' rather than DBT 'to farmers'. The claim is triggered only when a sale is recorded on a Point of Sale (PoS) device at the retail counter, with the buyer identified by Aadhaar. That single design choice is what makes iFMS load-bearing: the PoS record is simultaneously the sales log, the subsidy voucher and the dataset. The Framework for Fertilizer Sale adds a step before the counter — the farmer books a quantity against an AgriStack ID after land and ownership verification, receives a QR code, and the PoS device can then compare what was booked with what is actually bought. The purpose is to detect diversion of subsidised fertilizer to industrial users or across borders, which the earlier system could only infer from aggregate anomalies.
Simple Analogy: The PoS device is the turnstile: no swipe, no subsidy. The new booking layer issues the ticket in advance so the turnstile can check whether the person passing through is the one who booked.
