Russia has been an exporter of refined fuels for decades, so buying petrol from India inverts the normal direction of the trade. The reversal was forced by damage to Russia's own refining base: repeated Ukrainian drone strikes through July and August 2026 cut refining runs, and Moscow kept a ban on fuel exports in place to protect domestic supply. India, meanwhile, had been buying Russian crude at record volumes, exceeding 2.6 million barrels a day in June and July 2026. Indian refineries processed that crude into petrol, diesel and other products, and part of the petrol went back to Russia. Vortexa, an energy analytics firm that tracks seaborne cargoes, reported that every India-origin gasoline cargo Russia imported in August moved on sanctioned tonnage and involved ship-to-ship transfers at sea in the Mediterranean. Turkey and Morocco were also identified as suppliers helping Russia cover its deficit.

This is a compact illustration of what India's refining scale actually buys it. With about 272 MMTPA of capacity and an expansion path towards 300 MMTPA, India is the world's third largest refiner and can convert discounted crude into the products a market needs, wherever that market is. It also shows the sanctions exposure that comes with the position. Nayara was placed under European Union sanctions in July 2025 under the EU's 18th package, which barred imports into the bloc of petroleum products refined from Russian crude and restricted the refinery's access to EU shipping insurance and financial services. India has rejected the application of unilateral sanctions to its companies. For students, the structure of the trade matters more than the headline: India imports crude, exports products, and the refining margin is the value added in between.
