The Department of Consumer Affairs notified the Legal Metrology (Indian Standard Time) Rules, 2026 on 27 August 2026.
The Rules make Indian Standard Time the common time reference across the country for legal, administrative, commercial and other official purposes.
They come into force 180 days after publication in the Official Gazette, giving departments and businesses time to reconfigure systems.
The Rules provide for use of NavIC and other approved Indian timing sources, reducing dependence on foreign satellite-based time.
Under the 'One Nation, One Time' initiative, a White Rabbit technology-based IST dissemination demonstration network was commissioned at the Regional Reference Standard Laboratory, Bengaluru, in July 2026.
The parent statute under which these Rules are made. It governs weights, measures and standards used in trade and commerce, is administered by the Department of Consumer Affairs, came into force on 1 April 2011, and replaced the Standards of Weights and Measures Act, 1976 along with its 1985 Enforcement Act. Placing time under it converts IST from a convention into a legally enforceable standard of measurement.

Indian Standard Time is UTC+5:30, computed with reference to the 82°30' East meridian, which passes near Mirzapur in Uttar Pradesh — a single time zone for a country spanning roughly 30 degrees of longitude. The reference clock is not astronomical but atomic: CSIR-National Physical Laboratory, New Delhi, India's National Metrology Institute (founded 4 January 1947), realises IST using a bank of caesium atomic clocks and hydrogen masers, and its realisation is designated UTC(NPLI). Keeping a national clock is only half the problem; the other half is dissemination — getting that time, unaltered and with a known delay, to a bank server or a stock exchange. That is where White Rabbit comes in: an open-source technology developed at CERN for the LHC accelerator chain and first used in 2012, it delivers sub-nanosecond synchronisation over optical fibre, and is the basis of the demonstration network at RRSL Bengaluru. NavIC, ISRO's regional navigation system, offers the satellite route: designed as a constellation of seven satellites — three geostationary and four in inclined geosynchronous orbits — it covers India and about 1,500 km beyond its borders and provides timing accuracy better than 40 nanoseconds in its Standard Positioning Service.
Simple Analogy: CSIR-NPL owns the master clock; NavIC broadcasts the time from orbit and White Rabbit pipes it down a fibre. The new Rules simply say that this clock, and no other, is the one the law recognises.
