BRICS leaders unanimously adopted the 140-point New Delhi Declaration on 12 September 2026, the first day of the 18th BRICS Summit at Bharat Mandapam, New Delhi, after negotiations that ran into the early hours.
China and Russia, the two permanent UNSC members in the grouping, reiterated support for Brazil's and India's aspirations to a greater role in the UN, including its Security Council.
The declaration condemned the 22 April 2025 Pahalgam terror attack and cross-border terrorism, and opposed unilateral tariffs, secondary sanctions and WTO-inconsistent carbon border measures.
PM Modi proposed a BRICS Continuity and Implementation Mechanism, a Seafarers Emergency Support Network and a package of 10 joint proposals for global governance reform.
The summit, held under the theme 'Building for Resilience, Innovation, Cooperation and Sustainability', marks India's fourth BRICS Chairship; China takes over the chair in 2027.
