The Rural Technology Action Group was set up in 2004 as an initiative of the Office of the Principal Scientific Adviser, conceptualised under the then PSA Dr R. Chidambaram, to push a higher level of science and technology intervention into rural India. Its centres are hosted on Indian Institute of Technology campuses — the original network ran through IIT Madras, Bombay, Delhi, Kanpur, Kharagpur, Guwahati and Roorkee — and it works on a demand-driven model rather than a supply-driven one: NGOs, self-help groups, community organisations and startups identify a sector-specific need, the technology is developed or adapted against socio-economic data, prototypes are validated in the field, and validated prototypes are then taken towards commercialisation. The RuTAGe Smart Village Centre is the physical node where this happens on the ground; RSVC-AMRIT is the digital layer that ties the nodes together.

The recurring criticism of India's rural technology effort is not a shortage of inventions but the absence of a route from a validated prototype to a village that needs it — technologies stall between the laboratory and the last mile because nobody tracks demand, validation and deployment in one place. AMRIT is an attempt to fix that plumbing rather than to fund new research, which is why it sits with NABARD, the institution that already finances rural infrastructure and cooperative credit, rather than with a research ministry.
