A breeder reactor produces more fissile material than it consumes. India's 500 MWe Prototype Fast Breeder Reactor (PFBR) at Kalpakkam, Tamil Nadu, attained first criticality on 6 April 2026. It is operated by Bharatiya Nabhikiya Vidyut Nigam Limited (BHAVINI) and was designed indigenously by the Indira Gandhi Centre for Atomic Research (IGCAR). It runs on uranium-plutonium mixed oxide (MOX) fuel with a blanket of fertile Uranium-238 around the core; fast neutrons convert that U-238 into fissile Plutonium-239, so the reactor breeds fuel while generating power. This matters far beyond one plant, because it moves India into Stage II of the three-stage nuclear programme conceived by Dr Homi Jehangir Bhabha. Stage I uses natural-uranium pressurised heavy water reactors and yields plutonium; Stage II uses fast breeders running on that plutonium and, crucially, can place Thorium-232 in the blanket; Stage III then burns the Uranium-233 bred from that thorium. The whole architecture exists because India has modest uranium reserves but among the world's largest thorium reserves, in the monazite sands of Kerala, Tamil Nadu, Odisha and Andhra Pradesh.
