Union Tribal Affairs Minister Jual Oram and NITI Aayog Member Dr. R. Balasubramaniam jointly released two publications of the Ministry of Tribal Affairs — the National Framework for Strengthening of ITDAs and ITDPs, and the Operational Guidelines for Strengthening of ITDAs and ITDPs.
The Framework supplies the assessment methodology and strategic direction; the Operational Guidelines convert it into measures on institutional restructuring, convergence, evidence-based planning, digital governance, outcome-based monitoring and capacity building.
The exercise was begun in April 2026 through a standardised assessment of Project Officers, State Tribal Welfare Departments and Tribal Research Institutes, and produced an Evidence-Weighted ITDA Diagnostic Scoring Framework rating institutions on 15 parameters across five institutional domains.
For the first time a common institutional assessment methodology is available to States, letting each ITDA identify its own gaps and prepare a Performance Improvement Roadmap instead of following a single national template.
The Minister asked States to hold quarterly reviews of institutional performance on the monitoring cadence used under the Aspirational Districts and Aspirational Blocks Programmes, and to explore direct transfer of funds to ITDAs.
The renamed successor of the Tribal Sub-Plan strategy adopted in 1974-75, requiring central ministries to earmark part of their scheme budgets for Scheduled Tribes

Quality residential schooling for Scheduled Tribe students from Class VI to XII
Key: Started in 1997-98 under the Ministry of Tribal Affairs and implemented through the National Education Society for Tribal Students (NESTS); schools are set up in blocks with over 50% ST population and at least 20,000 tribal residents, each with a sanctioned capacity of 480 students. A Deputy Secretary of the EMRS division co-led the ITDA consultation workshops
Rapid, data-driven improvement of the least developed districts and blocks through convergence, collaboration and competitive delta ranking
Key: ADP was launched in January 2018 covering 112 districts across 27 States; ABP was launched on 7 January 2023 at the 2nd National Conference of Chief Secretaries and covers 500 blocks across 27 States and 4 UTs. The Minister asked States to run quarterly ITDA reviews on the same monitoring cadence
Governs the administration of Scheduled Areas and Scheduled Tribes in States other than Assam, Meghalaya, Tripura and Mizoram. It vests the Governor with special responsibility and requires every State with Scheduled Areas to constitute a Tribes Advisory Council. ITDAs/ITDPs operate largely within this space
Applies to the tribal areas of Assam, Meghalaya, Tripura and Mizoram, and goes further than the Fifth Schedule by giving Autonomous District and Regional Councils constitutional power to make laws on specified subjects, rather than only to advise
The funding artery. It provides for 100 per cent annual grants-in-aid from the Union to States for promoting the welfare of Scheduled Tribes and raising the administration of Scheduled Areas. These grants are used for the economic development of ITDPs, ITDAs, Modified Area Development Approach (MADA) pockets, clusters, PVTGs and dispersed tribal population

The Tribal Sub-Plan adopted in 1974-75, in the Fifth Five Year Plan, is the same strategy that today runs under the name Development Action Plan for Scheduled Tribes. ITDPs were created in the same plan period as its field machinery, which is why the two histories run in parallel
The release explicitly borrows the ADP/ABP toolkit — ranking, real-time data-driven monitoring and convergence — and applies it to ITDAs, with quarterly monitoring on the same cadence. The mechanism, not the sector, is what is being reused
The Minister recommended institutionalising Governing Council meetings with active participation of Panchayati Raj Institution representatives, and exploring direct transfer of funds to ITDAs — both are questions of where devolution actually stops in Scheduled Areas
Unlike centrally sponsored schemes with a State matching share, the proviso to Article 275(1) provides 100 per cent Union grants. It is one of the few constitutionally specified grant channels, sitting alongside the Finance Commission route under Article 275(1) proper
