Centre consults farmer bodies on new Seed Act to replace the Seeds Act, 1966

Union Agriculture Minister Shivraj Singh Chouhan consulted leaders of about 20 farmer organisations at Krishi Bhawan, New Delhi on 10 September 2026 on a proposed new Seed Act.
•
The Seeds Act, 1966 and the Seeds Control Order, 1983 no longer cope with fake and substandard seed; about 70% of seeds fall outside the 1966 Act.
•
The proposal: mandatory registration of all seeds in a national register, a QR code on every packet, three tiers of offences with fines up to ₹30 lakh plus jail, and a Seed Security Fund in every State that pays compensation within 15 days.

First regional review of Forest Rights Act implementation held for five southern states
•
The Ministry of Tribal Affairs held the first Regional Review Conference on the Forest Rights Act, 2006 at Bengaluru on 10 September 2026, covering Andhra Pradesh, Karnataka, Kerala, Tamil Nadu and Telangana.
•
Nationally, as on 30 June 2026, over 54 lakh Individual Forest Rights claims had been received, about 25.42 lakh titles distributed over nearly 238 lakh acres, over 10 lakh claims were pending and 19,845 Community Forest Rights stood recognised.
•
States were asked for time-bound disposal of pending and rejected claims, faster recognition of Community Forest Resource rights and PVTG habitat rights, and entry of recognised rights into land records.

TRAI issued the Standards of Quality of Service (Duration of Advertisements in Television Channels) (Repealing) Regulations, 2026 (4 of 2026) on 10 September 2026, repealing its 2012 regulations along with all orders and directions issued under them.

The 2012 regulations enforced a ceiling of twelve minutes of advertising in a clock hour, a quality-of-service measure mirroring rule 7(11) of the Cable Television Networks Rules, 1994.
•
The Ministry of Information and Broadcasting omitted that sub-rule by a Gazette notification of 21 August 2026, leaving TRAI's parallel regulation inconsistent with the parent rule.

A 'Purple Dot' is a digital profile in which a person with disability states what they need — employment, an assistive device, skilling or other support — while employers, NGOs and service providers create dots for what they offer.

The open, interoperable protocol is meant to let needs and opportunities discover each other locally in real time, rather than building a separate system for each scheme.

Home Minister chairs third NIDM Governing Body meeting; SDRF allocation up fourfold

Union Home Minister and Minister of Cooperation Amit Shah chaired the third meeting of the Governing Body of the National Institute of Disaster Management (NIDM) in New Delhi.

The meeting was told that the State Disaster Response Fund allocation has risen nearly fourfold and the National Disaster Response Fund nearly threefold, with about Rs 2.5 lakh crore spent on the sector over the last 11 years and Rs 2 lakh crore provided by the 16th Finance Commission for the period.

NIDM and NDMA were directed to jointly issue disaster-wise national guidelines, with NIDM handling training and NDRF and State Disaster Response Forces implementing them on the ground.
